Wikitravel is an open and free worldwide travel guide. It's outlined as Wikipedia, therefore everyone can contribute. Let's see what the contributors say about Napoli:

Citazione:

Naples is a gritty and in many parts impoverished city. Do walk around, but be watchful and keep your wits about yourself. A tourist is, all over the world, an easy prey.

Whoever comes in Naples has to take some generic precautions:

* Do not leave valuables laying out in the open (e.g. bar tables) where they can be snatched by thieves.
* Do not flash around money or other valuables.
* It is advised not to carry a purse as it can be snatched or "picked" by thieves.
* Do not wear an expensive watch (Rolex especially).
* Do not wear expensive or flashy jewelery.
* Do not use a costly camera or video camera.
* Do not wander down small dark alleys/streets, especially in the Spanish Quarter.
* Pay attention to fake public service vehicles.
* Be careful around the main train station as there are many thieves in the area.
* In Naples you can buy over-the-shoulder packs that are excellent as they allow you to keep an eye and firm grip on your valuables.
* Some persons pretend to offer images of old Napoli, or others things, as gifts. But then they expect payment.

Also, there's a note about the so called "Garbage crisis":

Citazione:

Garbage Crisis

Naples is suffering from a severe garbage-collection crisis, with many areas clogged by rubbish piled up in the streets. According to some reports this has led to a spike in crime and civil disturbance, often with exuberant protests and even road blocks. In any case it's probably wise to steer clear of the city for the time being, as the scene that will meet you is not going to show the city at anywhere near its best. The problem stems from as long ago as 1994, but currently it is in an extreme state.

As a personal thought, I want to say that I appreciate the final statement of this note. Because it tells the foreigners that this "crisis" is at least fifteen years old. Everybody is talking of "crisis" (including most Italians, the Government and the public administration of Napoli). But IT IS NOT really a crisis. The eruption of a volcano can lead to a public emergency, that is a state of crisis. An Earthquake can generate crisis on a large area of a Country. A tsunami. A flooding. Something that is out of control of man. And even in that chance, it should not last fifteen years. Americans can think of Kathrina and New Orleans. How happy the New Orleans' people would be if after fifteen years from the hurricane their conditions didn't improve? And how proud the rest of Americans would be? The Garbage Crisis in Naples is not a crisis, but the ubiquitous result of a greatly corrupted local management which ruled Napoli since ever, an endemic criminal behavior that involves at least one third of the local population (according to recent statistics) and the perennial indifference of the central Government. It is not a crisis. Period.
