This man was the mayor of Napoli (1993-2000). He is actually (2000-present) the governor of Campania, the region (administrative area) whose capital is Napoli. The people of Napoli and Campania elected him two times as mayor and two times as governor, with percentages of favorable votes spreading between 50 and 70% (which is, compared by Italian averages, a rather strong approval rating).

In this video he admits his "huge responsibilities" (his words) in the Garbage affair. In spite of this, he chose not to resign (a common practice in Italian politics). This person is very representative of the citizens of Napoli and its citizens (the 50-70% who voted for him and elected him 4/4 times) are very well represented by this man.
